High end pc fps stuttering (while building a large base)

Hello! I've been a The Forest and Sons of The Forest player for awhile, and I recently upgrade my pc. Replaced the motherboard, cpu and gpu (old mobo had a memory controller issue) from a ASRock x570 Phantom Gaming 4, Ryzen 7 3800x, and 5700xt Red Devil to MSI MEG x570 Unify, Ryzen 9 5900x, and ASUS TUF 7900 xtx OC. 32gb 3200mhz ddr4, the ssd that has the games installed on it is a WD Black SN850. Obviously you can tell my system isn't a slouch, but when building a large base I'm having frame rendering issues. Specifically when placing building materials, I get an fps drop to 14 from around 30-45, which I have noticed corresponds with the frame rendering timing jumping up to 50ms or higher. So far, not having this issue in any other games - just wondering if this is typical (it happened on my old setup, but I figured it was a gpu issue as my old card had to be re-pasted/thermal pads due shoddy manufacturer work), or if there is something I can do to fix this. FPS is fine until building stuff (60+ on 8k). I have also noticed that changing the resolution/graphics settings does not affect this issue at all. Native Display: 1920x1080 Super Resolution (in Game): 3840x2160 (4k) (No difference in fps or stuttering when lowering to 1920x1080, FSR OFF, FSR ON (Quality)). It seems to be happening irrespective of any graphics changes I make. Any advice would be greatly appreciated!
