Many people in the game agree with me. I reported it 3 times. A feedback message was received stating that there was no violation. There is an x-ray view of either this person or the teammates he plays with. I'm pretty sure.

Oh, so using experience of reviews to avoid being recognised as cheating? Such experience certainly could help, but people still slip up. Multiple reviews are made of players when they get investigated and it's very hard to avoid eventually being caught.
It's difficult to get around this - you can't ban someone from investigating just because of suspicion. They are subject to the same scrutiny as others when playing though. Keep reporting when you have doubts but particularly if you are eliminated by this player. If any of your team are investigators with access to the lab review perk then they should use it - even if it means sacrificing themselves to the enemy you're trying to catch.
It is so obvious that he is using cheating. They're clearing the entire map. It will be banned sooner or later.
