How am I able to meet the conditions of this permanent lobby background? I had the time limited last season but not the permanent for some reason

When you obtain new items, you will receive a certain amount of Collection Points based on the item type and quality. After acquiring a certain amount of Collection Points, you can upgrade your Collection Level, to unlock corresponding level rewards and season-limited perks.
Collection Level is divided into career level and season level. Career level counts all items obtained, while season level only counts items obtained in the current season.
