Stuck on Applying Changes

My railway deployments are stuck on "Applying 9 changes"

482ff041-6b0e-4af1-9f20-c38bd386a464 Finished after 15 minutes... Might have something to do with one of the changes being deleting filebrowser service without its volume attached - i replicated this on a new project and its also taking a good bit. not sure if this is the cause though - 4:53 this project is still stuck on "applying 1 change" 808d69ee-f688-4ec9-b90d-0be6af1aa4a0 still stuck - 5:12 est finished - 5:13
