Role Mention cooldown doesn't seem to be working
I have set the specific role to 30min and have asked a member with no permissions to test it, yet they could ping the role twice within 1min

I have indeed just figured out that the bot was missing a role above the role we try to prohibit fromm being mentioned and we are testing if that resolves the issue
due to role hierarchy
