May i ask a question about the hobby plan? does the price change according to the usage or it's static $5/month?

Base rate of $5. And then if you have usage costs of >$5, you get charged only the usage rate. IE, hobby is $5/month with a monthly allowance of $5 and any amount over that allowance, is charged normally.

Each service has its own usage. The rate you are charged at the end of the billing cycle is all of the services summed up (displayed per project). I don't have a good example on hand since this account is not my main paying account. But :
