how do you get this?

I completed up to lvl 100 for RP, are these like features that mean ' if you pay for the Royale Pass you can also pay for these separately' or is there another way to get them for free? Also is it like this every season where you can get a new different face pack?

Solution:

You will have to purchase it for 1 200 UC, currently there is no other way to obtain it for free. The items in the shop change overtime, and this New Face has been there in the shop for some time already, so it is not guaranteed that there will be a different one or this will continue be in shop in the next coming RP.
