Penetration Testing and Network Scanning Permissions and Policy

Does Railway allow users to conduct penetration testing and network scanning of their web apps hosted on Railway? Is there a policy/guidelines similar to Heroku granting permission to do so and listing conditions? https://devcenter.heroku.com/articles/pentest-instructions
