Is the CPU pricing decided by real consumption or max available?

For example, in the dashboard, the real consumption is below 0.1 vCPU. But according to the docs, the app by default will scale up to the max available vCPUs in the plan, which include 8 vCPUs for Hoby plan. So how does railway charge me?
