Scope options are not available when inviting members to my account.
As seen in my screenshot, in my account I cannot add another member as a super administrator or any other role. Additionally, I cannot invite a member with access to specific domains.
All others accounts I manage for others, including completely free new accounts have access to role & domain scopes.

That would indicate that your account is on a legacy permissions system and needs to be migrated, I would suggest raising a Support ticket under the Account category as they can take care of it.
Specifically (and you can tell them this), Domain Scoped Roles (DSR) needs to be enabled.

The extra options for "All domains" are, confusingly, also gated by the account having Domain Scoped Roles, as DSR refers to the new permissions system as a whole
