I've seen this issue before when using the physics mod. But you're not using that mod...
Perhaps the incompatible mod is a mod that acts similar in the sense that it also affects terrain/block rendering. You can try removing mods like farsight to see if that fixes the issue...

The water that looks normal is due to your vanilla render distance, what is your Dh quality preset at
balanced high
You have so many mods installed it would be frankly impossible to find the causing mod
