When i want to add a Vodafone payment I can't do it and it tell me (The request could not be executed An unexpected error occurred. Please try again later [OR_FGE_23]
)I am sure that I entered the data correctly and tried several times to no avail.

It may be an issue on Google Play, your device, or with your payment option, @Bad Day :G. Please try to update Google Play to latest version, and check for any device software updates. Also, reset the device settings one time and try to restart your device. If the issue still persists, you may need to contact the Google support, or try to contact the customer service of your payment gateway.
Additionally, I have found a different answer for this notification on Google community form that states:
That error indicates that your card issuer only allowed a number of declined attempts within a certain period. Some card issuers auto unlock the card again after a set time, others will require you to contact them....

Have you tried to add the payment option directly from Google Play Store, @Bad Day :G? Do you face the same issue there? Also, you should provide a screenshot or video recording in English so I can understand it better.
