If you want to look like a totally spy get the totally spies boots, if you want to look like a cowboy, get the cowboy boots.
Honestly, without pictures of the actual boots in question (or at least photos of real boots instead of drawings) and without a reference point of what style you're aiming for it's impossible to say.
The higher the heel the less comfortable it’ll be as a general rule

I would not get either boots because I wouldn't want to wear them with any of my clothes. Not because there's anything wrong with the boots, it's just a style choice. But the question is what you want. Do you have outfits in mind that you would wear these boots with? As an example: if you want to wear bolo ties, western belts and wrangler jeans the cowboy boots make a lot of sense. If you want to wear goretex jackets and nylon hiking pants they don't make sense.
