These are popularity gifts. Send 10 of them to any of your friend to complete the mission. 4 are given free as reward in pmsl pass event. You can buy the rest from the in-game treasures > popularity section. There is a gift button in event page for gifting PMSL pass qualification. Each time you gift would cost another 500uc.

💀you have to pay for them? Wtf, scam of the century. Pretty sure you get the skin and glasses starting off and the only thing to grind for is some mid gun skin
It won't be needed to spend extra UC. After completing daily missions and all the challenge missions except these send space gifts and pass qualification mission you can surely reach the level to ump9 skin.
