The services can't show sleep mode on the UI.

I recently noticed this behavior. To confirm my theory, I created a new PostgreSQL instance in my project, activated the app sleeping option, and configured the public network around 11 AM. Today, at 9:04 PM, the service still shows as "Active" on the Railway UI. However, when I try to connect to my service, I notice the "cold boot time," which usually occurs when it is sleeping. These screenshots were taken at 9 PM. I want to show the metrics when selecting a 6-hour time range, but nothing is displayed. However, when selecting a 1-day time range, the metrics only show data up until 11 AM. This service has never had any outbound or inbound traffic. Project ID : 2daeb96e-a5f1-4ab2-84c2-6bf580da56b3

I've actually experienced the exact reverse of this, where the UI says the service is sleeping but after the first cold boot the service is still reporting itself as sleeping.
