What does mean follow community guidelines of the social media platform does it mean I have to follow pubgm page or which acc do I need to follow. ( 1st paragraph from ss)

You need to make sure that you follow their terms of service and community guidelines, and that your uploaded content does not break the terms of service or community guidelines. For example, if you are uploading your entry on Instagram, you need to follow their Terms of Use and Community Guidelines.
You can enter any number of times by uploading multiple entries, but you can only win once per week during the Sweepstakes Period, @Zaykxton....
