Steam doesn't fully close for a while even after it "shuts down"
Even after Steam "shuts down", the icon persists for a while. This duration seems to increase if the app has been open longer, but I don't have evidence yet. This only started occurring recently.
This delays a system reboot or shutdown quite a bit since steam needs to fully close before the system can stop.
Is there a reason this happens, and can it be fixed?

I've also noticed that. Try open steam from the command line, it might be throwing exceptions while it's trying to close.
However, this would probably be an issue for Valve to fix rather than Bazzite. I'll try see if I can see anything too a bit later
