“Casual” dressier clothes?

I have a few situations coming up that are on the casual side of semi-formal (PNW). Are there ways to look presentable without a tie or a tucked in shirt? I have a thick and kinda short neck, beard, and traps, so a button up shirt buttoned all the way up makes it look like I have no neck. Big butt, belly- I don’t look good with stuff tucked in. Do I have options?

I dont know what's casual enough for you but have you tried open necked shirts like cuban collars?

What exactly do you mean by "casual side of semi formal"?

lol anything that doesn’t require a tie and tucked in shirt

Right, because semi-formal, in strict dress code terms is a business/lounge suit, shirt and tie.

Try cuban collared shirts or buy slightly smarter shoes and trousers

Does it really look like you describe or are you in your head about it?

Not sure! Will try and snag a pic to get a better opinion later tonight.

How about a jacket? Tucked in looks better with higher waisted pants

blazer/sport coat. something like chinos or wool slacks + a tucked or untucked shirt (depending on the vibe/how formal) with the top button unbuttoned + jacket + nice leather shoes or boots

Yeah, blazer/sport coat, chinos, shoes that aren’t sneakers. I’d recommend a pocket square, too, with any sport coat

and i'll add that a blazer could be anything more dressy (e.g,. a navy hopsack blazer) to something more casual (e.g., something from TSS or Engineered Garments), to anything in between. just stick w/ something that's unstructured (or minimally structured)
