Hidden sub-navigation in new/edit pages ?

hello guys, any idea why sub-navigation side bar is hidden on new & edit pages using clusters ? for example Users list view is fine, I can see the side bar on the left, but when I click on new or edit user the new page doesn't contain sub-nav menu !!

1 - I created a cluster called "Settings" 2 - I added cluster property in User resource and Role resource 3 - I enabled topNavigation in panel provider
