I'd probably use clip-path, though generating the shape would be a bit of a challenge

Could also create a circle psuedo element and make it the same color as the background, depending if that's possible with your design + if you need borders on the shape

or a mask-image width a radial-gradient is there any content going inside of it, or just a solid shape
