How to use someone else's logis blueprints ??? I brought a couple of blueprints but don't know how to apply them. I even brought every materials needed

In order to use an Official Blueprint you will have to meet the requirements needed. What is your Home level?
10 and I am trying to apply a level 8 blueprint 🥲
PS : I brought all equipment too
