Are Emulators allowed if not trying to bypass?

I usually play on my PC and not mobile games but my friends play mobile PUBG, will I still get banned if I play on Bluestacks but don’t try to bypass the emulator lobbies?

Yeah I found it but having trouble downloading "virus scan failed".. Any idea how I can get passed that?
