In the new update they mentioned that select vehicles can now explode. What do they mean ?

Pretty sure you're talking about the delayed explosion for vehicles, it means that the vehicles won't explode immediately after losing its full health, instead it the engine will stop working and will catch on fire for 5 seconds before exploding.
Select vehicles means that not all vehicles will be affected by this update....
