I remember everything: id, email, phone number, password... What should i do? I get the (211, -541) error message i dont know what it means

I remember everything my id, password phone number, email, which facebook account... Etc. But im sure the scammer changed them. I even unlinked the twitter which is not mine plus re-enabled secondary verification. How did he do that??
