Where to find proper fitting shirts and hoodies
I'm around 6'4 male and im like 210. almost all if not all of my shirts are either too baggy in general and go way past my waist or they fit fine but go way past my waist. It's the same problem with hoodies, almost all go way past my waist. Where can I find tops that are still baggy but have more of a cropped fit.

Sounds like you might have luck specifically searching for things specifically called out as cropped/boxy/oversized. Best bet is to measure a shirt you like and compare those measurements to a garment’s sizing chart on the retailer’s website or secondhand market listing. Good luck!
I'm 6'3" and all my cropped shirts are technically women's shirts that I got on eBay. It'll be trickier to find long sleeve things that fit but you can filter for tall sizes--I'm guessing you're between a 16-20 Tall depending on the brand (go by garment measurements as @kyn said)
