Railway wouldn't able to offer that, sorry. they are at the mercy of GCP's egress fees, and GCP doesn't even offer bulk discounts.

$20 for your Pro seat, and $5 for the Hobby plan, and any resources you use on the Pro plan
if you have no projects running on your personal hobby plan you are more than welcome to cancel the plan
