purchase issue

Hello guys. I have purchased us on my account and i have not recieved them. I issues a report and got this respond. But i cant understand what happen now. Can someone please explain it to me.

Solution:

This is because you have previously refunded your purchase. The system will deduct your UC to make up for the refunded amount, when the full amount is recovered, then there will be no more issue for your further purchase....
