This strange circle
This happens in Multiplayer when I load new chunks. This server uses different terrain generation and some plugins that increase build limit.

Does that still happen when removing DH?
Do you mean Distant Horizons with "DH"?

it seems your vanilla chunks lagged behind or otherwise failed to load

how to fix
either disable overdraw prevention (breking non-full and transparent blocks near you when there is sky as background)
or just wait for vanilla to catch up?
