he took it and changed pass and email
i sent riot ticket
they not responding
i want to get it back asap

thats your fault, since account sharing is against TOS and bannable.
So even if you told support that they "scammed" you, the account will most likely be banned either way

Since on the Api side of things when you do a bad request that doesnt get any response or fails it says similarly written UNKNOWN_ERROR on stuff.

XD thats not how it works for api. It only sees your Ip not how fast net you have
Mbps only matter in terms of download speed or when your streaming something for most games and websites anything above 10-30 does fine in ping* if it's the only device on that internet
