How to set setting values from DB to use accross the project.

vat_rate is a value of set in in the DB, where it is a kind of global setting across all classes in the project. In the figure, I put in getStats() where it is calling to DB via Landlord model all the time. Is there is any way I can set only once for those setting values eg called in ServicePanelProvider somewhere. Please advise.
