Weird Effect with Bliss Fog

As you can maybe see on the house in the picture, some objects in front of the fog get this fuzzy outline to them. Anyone know how to fix this? Side question: does anyone know how to get those rays coming out from the sun? Mine just seems to be a fuzzy ball.
