It no work no..
ive tried a lot to optimize my game and faq didnt help much yet i see my 3070 does not want to work?
its averaging 30% usage while my cpu is glowing red at 101% usage
if my 3070 WORKED i could easily get over 90 fps but its just not doing anything

you're cpu bottlenecked

Generating LODs is done on the CPU so if you're generating a bunch of LODs, FPS will be low even if the GPU isnt being used that much
