I recently bought the $5 plan and when it ran out it charged me $3 more, is the same thing happening on the $20 plan?
I would like more information about the $20 plan, since I am thinking about purchasing it and I do not want to have extra charges, also the monthly limitations and if I can pay annually

I would like more information about the $20 planthe pro plan costs 20$ a month for one seat (user) and you are charged for any resources you use

Sounds like there's some misunderstanding with how your Railway subscription works. Railway follows a "pay as you go" model.
For the Hobby plan, the 5$ per month is a subscription fee to allow you to use the platform. This includes 5$ of credit. Once the included credit runs out, your card will be charged to the amount that you've exceeded that credit in addition to the 5$ monthly fee.
The Pro plan works differently, there is no included credit. For the 20$ plan, you pay the 20$ per month per seat, plus any resource usage.
Let's say you have two projects, one using 7$ of resources and one using 3$ of resources.
For the Hobby plan you will be charged 10$.
project 1 + project 2 - 5$ included credit + 5$ subscription fee
7 + 3 - 5+5 = 10
For the Pro plan, you will be charged 30$
project 1 + project 2 + 20$ subscription fee
7 + 3 + 20 = 30
