You can find the Recall Rebate event by clicking on Events:
Then, click on the "Gift" icon.
It is there but i cant find the second option in it of getting rewards if i have returned back after long

Return rebate is not there in my event
Return Rebate is for returning players only, those who are above Level 15 and have not logged in for 28 days or more.
