I've heard vestis is great
Vestis is so good, and Phil there is the man. He has such a good selection and is so passionate about the details of all the pieces he stocks. You might also check out Mello & Sons a few doors down if you’re into vintage. Very curated selection but steep prices. There’s also Franklin & Mercer about a mile down Butler street from Vestis. It’s a bit more 2016-raw denim-Americana-core.
Other vintage thrift recs that are solid if you have the time: Five and Dime, Clothes Minded, and Boheme (a shop containing a bunch of vintage sellers).
If you have an afternoon, you could hit all these shops (except Clothes Minded) in one long walk down Butler Street.

Moda in shadyside I've heard is one of the few places to get designer men's stuff, although I've never been
Avalon exchange in squirrel hill also usually has some gems if you're in that area
Re: designer men’s clothes, another newer place is Tons in East Liberty. Not really my beat but the shop seemed cool when I went in.
Steal City Vintage in squirrel hill is also a curated vintage store you can check out, although the markups are a bit much
