sql server database runtime error 50

While I am trying to add a database, vs2019 gives an error and gives this error. I would be very happy if anyone can help me.
I've been trying for 3 weeks but I couldn't find it.

yeah so either your connection string is wrong or you haven't allowed it through firewall or the DB is not running
