Reloading shaders issue
When I reload my shaders I'm developing, it will sometimes do a weird bug where it seems to downscale my colortexes to 1080pish, but leaves the depthtex at my 1440p. The only solution is to go into fullscreen then back to windowed. This gets annoying as I then have to reload HDR when I go into fullscreen, and in general just interrupts my workflow.

I can't help you but why are you using HDR?

even for non hdr content

If you're developing shaders for a game that outputs in SDR then doing that while having windows tonemap your SDR content to HDR is gonna introduce a bunch of errors in color accuracy
the game looks the same
but everything else is different
plus i use hdr for other games too
But you're swapping to fullscreen and back which you claims forces you to re-enable HDR? But okay, am not gonna argue xD, your shader, your taste

thats what i use
it just breaks my workflow tho
