Vertical autoscaling with application volume

I am wondering, does vertical autoscaling work well with applications that have a volume, without any downtime ? Because I guess Railway uses big VMs to put all the apps in, if a VM is full, an app could not be scaled up without been rescheduled on another node, and then having downtime because of the volume ? (because only 1 replica)

neither me nor fragly have any information regarding how that exactly works under the hood, as we don't work for railway
