I have played into winter and I have seen one, however when I was in summer they were more common, I saw the most on the beach by the raft
If your question is about needing shells you can raid some beach camps that have them.
Otherwise you can find 100% find them in spring on the north and west beach. Use an interactive map of choice to get turtle locations
