I'm trying to test a very simple website. I receive the message "Your account is on a limited plan and does not have access to code deployments".

I just created an account on Railway.app. To allow me to do this, Railway required me to create a GitHub account, so I did.
yes your github account is too new and railway couldnt use it for verification, you would need to upgrade to hobby https://railway.app/account/upgrade
Is Hobby plan free?
no, its 5$ a month, but it comes with 5$ of included usage
railway does not have a free plan at all
The only reason I created an account on Railway was to sign up for a free account. I need free hosting to start working. When I earn something, I will buy paid hosting.
