Enable prevent PR deployments to be respectful of watch paths

I have watch paths configured such that my app doesn't redeploy if that section of the codebase does not get changed. However, this seems to not extend to PR deployments and I get a preview link for every PR, even if it is unrelated to my Railway app.

Please provide your project ID or reply with N/A. Thread will automatically be closed if no reply is received within 10 minutes. You can copy your project's id by pressing Ctrl/Cmd + K -> Copy Project ID.
