I understand now. If there is an event in the game that is regional based, it means that event can only be accessed by the players of that country/region, @Maguk (матвей). Some events are only available for certain country/regions and not for everyone. If you are not located in a certain country/region with your in-game country/region settings set to that region, and the event is only available in that country/region, you will not be able to access that event.
