neither, best way to buy sweaters is secondhand. this ebay filter from PTO is a good place to start but you can adjust that filter depending on what specifically you're looking for in a sweater. Polo, Brooks Brothers, L.L. Bean may be good to add to the search too depending on what you're looking for

what stuff do you currently have?
I would avoid a zip sweater, not only do they tend to have worse longevity than pullovers (zipper = point of failure), they tend to look like a office drone outfit especially if styled poorly
Currently I have one round and one turtle but the round one is very bold not as neutral like black grey for layering

Build it for what tho? You need to do some looking around to decide what clothes you might want to wear. If you want basic office clothes just look around at what other folks in your office/school/etc. are wearing

Like for going out and stuff not everyday wear but for a bit more special occassions but not office either because for daily wear I usually rely on hoodie and sweats

But material wise or quality wise what should I look for? Like merino wool cashmere etc is there really a huge difference? For me as long as it stays together I am good
it depends on your needs
cashmere is softer, warmer and more 'luxe'
any of the brands in the eBay link I posted will make high quality sweaters
merino wool is sturdier and more durable; you're less likely to need to wash it
For washing is it usually hand wash for sweater or knit stuff
Or do you wash them cold dry them by hanging etc
follow the care instructions as listed on the garment itself

Depends. The yellow sweater I'm wearing in the pic above was $20 but it was a lucky find. Some people pay thousands for a sweater. Whatever your budget is you should be able to find something

honestly the beige one is really good...
given that it's still winter for most people there's a lot of sweaters and knitwear in #waywt and #waywt-highlights; take a note of what you like and if there's any common themes (the color, texture, how it fits, what its worn with, etc etc)
use that to figure out what you want to buy then try to figure out how much you want to pay
