Fabricator: Header blocks for all blocks

I've installed fabricator and create navigation (it's in my header block), how can I use my header block (with all it's data) for all new created blocks without create a new header block and repeat filling it? I hope my explanation is make sense, because it's too bothersome to create header and footer (which have the same content) to all new blocks
