I've been trying to connect to support for hours but I couldn't connect.

What did you try? Did you create a ticket?
Also, there was a package worth $250. When I clicked the button, I was charged $40. Will the remaining $210 be withdrawn from my account at a different time?

It probably was prorated for the remainder of the month
Your first step should be to cancel the subscription from the dashboard

"Ending on Feb 7 2024" so yes the subscription was prorated until Feb 7 and will end on that day. This is fine.
You now need to contact Billing support through a ticket by clicking this link https://dash.cloudflare.com/?to=/:account/support and submitting the form. Live chat support cannot help with billing issues.
I can wait for this, the only thing I'm afraid of is the constant withdrawal of money from my account because it said $250 but it withdrew $40 and then I thought it would withdraw another $210.

The billing date for your account, based on the first time you started any other subscription, is the 7th. You started that subscription presumably today Feb 2nd, so it only charged you for the time between those days, which came out at ~$40 (you can calculate this with
(250/30) * 5
as its for 5 days of service)
If you had not cancelled the subscription it would have charged you $250 for another month of service on Feb 7th. Since you have now cancelled, it will not. The ~$40 you paid gave you service lasting 5 days, which will then end and won't renew.
Whether or not to provide a refund will be decided by the Billing support team, so you will need to wait for a response from them.Actually, I didn't use it for 5 days. I bought it 1 hour ago, so I never used it.
Feb 7th is when it ends and is 5 days from now.
I hadn't said you used for 5 days, just thats how many you paid for due to your account billing date being set to the 7th automatically
