While usage has picked up, i remember seeing a few massive blips in the network usage that seemed irregular and strange to me. Can i get the full monthly metric logs for my project?

Unfortunately Railway only keeps metrics for 7 days as of right now
you can create an app that'll export your metrics to a separate location if you want to store metrics for longer than 7 days...

You can use GraphQL to fetch metrics from services
