i've been experiencing some layer shifts on my relatively new 400x400 build. this is my input shaper graph. should I assume that the lower tensioner is just too loose? i saw that most of the peaks were identical, just not the highest one. Does that mean that i need to tighten the lower belt?

while they are labeled upper and lower they may in fact be reversed. It depends on the orientation of your ADXL. But it does look like one needs to be a bit tighter. You'll have to try each one to figure out which corresponds to which line on the graph.
