It clones your database into a V2 database but it keeps the old one for now. I think V1 databases will be deleted by end of the month. If you hit confirm, it takes about 1 minute and then the service that was attached to the V1 database needs to use the new connection string, for example if you expose your database connection string through environmental variables you can just update the env for the affected services
It's slightly annoying but takes a moment to upgrade
