This happens when your github account is deemed too suspicious to be allowed to use trial plan fully
normally happens when your github account is new or very inactive
There is no workaround to this, you'd need to upgrade to hobby plan to deploy code on Railway
I linked my github account but didn't get anything
But this is my account and I don't use it much, but the account is old and not new for this to happen

There's no minimum age requirement, the exact way that Railway checks your github account is not known for security reasons
but typically newer accounts are more likely to get flagged as suspicious
