Monthly Charges on a Free Plan
Hello, I've been charged around $9 for the past 2 months even though I'm on the free plan. I need some assistance please.

You can see under your invoices as to why you were billed.
I was billed for registar renewal and registar registration, I don't know what the purpose of those services are for
Do you use Cloudflare as a domain registrar?
Domain Registration means you are paying Cloudflare to pay ICANN/ the Register (operators of the top level domain for your domain, ex: com is operated by Verisign) to keep your domain registered. Domains are not free and require yearly renewal.
Cloudflare is one of the cheapest as it has no markup over what they pay to the Register, but there are other options too like Porkbun, namecheap/spaceship, etc. You have to have your domain handled by some registrar
